1999 300m has new brake pads, rotors are good, the brakes stop the car but the pedal then goes to the floor?
If your brake pads are new and the rotors are good, you may have a brake fluid issue,such as air in brake lines,, low fluid level or most likely a fluid leak externally or internally. These leaks could occur at any of the four wheels or the Master Cylinder (located under the hood on the driverst side of the firewall).. The Master Cylinder fuctions as a fluid source (reservoir) and pump, the action of your foot depressing the brake pedal. When you depress the brake pedal it pushes a rod and piston inside the Master Cylinder and forces pressurized fluid through individual steel lines to each of the four wheels (where the brake assemblies are mounted) transmitting fluid pressure applying the brakes. Fluid pressure should not drop significantly otherwise you will experience the loss of pedal pressure.
I recommend that you take your car to a trusted mechanic and show or exlain your issue. I donot recommend driving the vehicle for any extended time because reduced brake performance.
